Arrest Nine After Round-Up of Offenders Wanted for Failing to
Re-Register

Dover –
The Delaware State Police
Sex Offender Apprehension and Registration Unit (SOAR), along with
the assistance of the United States Marshals Office, Laurel, Dover,
Georgetown, Elsmere and Seaford Police Departments have concluded a
two-day operation that culminated with the arrest of nine people
throughout Delaware wanted in connection with Failing to Re-register
as sex offenders.
The operation,
which occurred Tuesday and Wednesday, was a direct result of the
detectives aggressively pursuing sex offenders in Delaware who are
not complying with their registration requirements. As a result of
the collaborative efforts of all agencies involved, the following
individuals were arrested:
- Aaron
M. Dejusus, 45 of New
Castle, arrested and charged with Failing to Re-register as a
sex offender (bail unknown)
- John D.
Jackson, 69 of
Felton, arrested for Failing to Re-register (released on a
$1000,00 unsecured bond)
- Vincent
C. Warrington, 29 of
Camden-Wyoming, arrested for Failing to Re-register as a sex
offender (committed to Delaware Correctional Center in lieu of
$5000,00 cash bail)
- Joseph
R. Barry, 55 of
Wilmington, arrested for Failing to Re-register as sex offender
(Committed to Howard T. Young Correctional Center in lieu of
$1000,00 secured bond)
- Kelly
R. Hall, 20 of
Augustine Beach, arrested for Failing to Re-register and
arrested on warrants from Delaware State Police for Theft,
Conspiracy 2nd, Assault 2nd, Possession of
a Deadly Weapon During Commission of a Felony and warrants from
the New Castle County Police for Criminal Impersonation and
Resisting Arrest. (Committed to Howard T. Young Correctional
Center in lieu of $35,000 bond)

Christopher M. Barrentine,
19 of Magnolia, arrested for Failing to Re-register as a sex
offender and on four capias charges from local courts (Committed
to Delaware Correctional Center in lieu of a $1417.00 secured
bond)
- Patrick
J. Monceaux, 33
originally from Missouri and resided locally in Greenwood, was
arrested for Failing to Register as a sex offender. During this
investigation, detectives learned Mr. Monceaux, who is a
convicted sex offender in Missouri, moved to Delaware from
Missouri and failed to notify authorities in both states. Thus,
he will face additional criminal charges in Missouri for
absconding. (Committed to the Howard T. Young correctional
center in lack of bond)
- New Jersey
State Police in New Jersey also apprehended Erik A. Massey,
25 of New Castle for Failing to Re-register as a sex offender.
He is in custody in New Jersey awaiting extradition to Delaware.
Finally, during
the round up, detectives located Paul J. Bigilen, 46 of
Newark who was arrested for an outstanding felony Home Improvement
Fraud warrant from King George County Virginia. He was committed to
the Howard T. Young correctional center in lack of bond pending
extradition to Virginia.

State Police continues it’s fight to arrest those individuals who
fail to comply with their verification requirements we would like to
