State Police Deputy Superintendent, Lt. Colonel Mark W. Seifert,
Announces Retirement

Dover – The Delaware
State Police (DSP) are announcing the retirement of Deputy
Superintendent, Lt. Colonel Mark W. Seifert. His announcement, which
took effect Friday, March 7, culminates 21 years of dedicated
service to the men and women of the DSP and to the citizens of
Delaware. Lt Colonel Seifert has served as Deputy Superintendent
since June 3, 2005.
“Lt.
Colonel Seifert served the citizens of Delaware extremely well and
worked with the Executive team to advance the State Police in a
number of different arenas including crime reduction, highway
safety, leadership development, information technology and bringing
state of the art procedures and policies to the DSP 911 centers
statewide” says Colonel Thomas F. MacLeish. “We are very happy for
him and his family as he begins a new career at Delaware Technical
and Community College.”
In
2001, Lt. Colonel Seifert attained the rank of Major and became a
member of the DSP Executive Staff. He was responsible for the
management of all information technology functions of the DSP as
well as leadership of the following sections within the agency:
Traffic Section, State Bureau of Identification, Communications,
9-1-1/Public Safety Answering Point Centers and Information Support
Section. In 2004, he transitioned into assuming the role of New
Castle County Operations Officer and was responsible for all
uniformed and criminal investigative operations in the County.
Colonel Mac Leish appointed Major Seifert to the position of Deputy
Superintendent and the rank of Lieutenant Colonel where he assumed
responsibility for leading the Information Technology,
Communications, Inspections/Accreditation, Legal and Internal
Affairs Divisions.
“Lt. Col. Seifert has proudly
served the citizens of this State for more than 20 years providing
leadership for the implementation of several new programs and
initiatives. His countless contributions to the Delaware State
Police are an enduring part of the Division’s history. I wish the
Lt. Colonel much success in all future endeavors,” said David B.
Mitchell, Secretary of the Department of Safety and Homeland
Security.
Throughout his career,
Lt. Colonel Seifert served as a role model for other troopers and
worked diligently to advance education and the importance of
professionalism in the State Police. He is a graduate of the Senior
Management Institute for Police (SMIP), Police Executive Development
Institute hosted by Pennsylvania State University; and the
Administrative Officers Course, Southern Police Institute,
University of Louisville. He also served on numerous advisory boards
at the Police Executive Research Forum (PERF), the International
Association of Chiefs of Police (IACP) and the Bureau of Justice
Assistance (BJA) in Washington, D.C.

world’s greatest police organizations for the last 21 years of my
life. The service and the sacrifices that Delaware Troopers and the
civilians make every hour of every day are extraordinary,” says Lt.
Colonel Seifert. “I am very grateful that Colonel Mac Leish had the
confidence in me to serve as his Deputy Superintendent and I know
that the future is extremely bright for DSP. I am ending this
chapter in my career in law enforcement with a great deal of
admiration for my fellow employees and police officers throughout
Delaware. I will always know in my heart that the State Police are a
world class organization that prides itself on the highest
principles of integrity, honesty and fairness which are paramount to
success in this noble profession.”
