Lewes Man Faces Domestic Charges

Date and Time: Friday January 23, 2009, 7:45 pm

Location: 33000 block Clover Street, Angola Beach and Estates, Lewes, De

3-Victims: 32 year old female, 5 month old male, and 34 year old female all of Lewes, Delaware

Defendant: William J. Lower-32 of 3400 block of Dogwood Court Lewes, De.

Charges: Terroristic Threatening

                 Endangering the Welfare

                 Interference with Placing a 911 Call

                 2 counts Offensive Touching

Bail: Lower remanded to Sussex Correctional Institute in lieu of $3700.00 secured bond.

Resume: Delaware State Police Friday January 23, 3009, responded to a domestic complaint on the 33000 block of Clover Street Lewes, Delaware.  Troopers upon arrival discovered the following information.  William J. Lower came to this residence to see his child the 5 month old.  A domestic argument ensued between Lower and the 32 year old mother.  Lower then allegedly pushed the 32 year mother causing her to strike her head against a door frame.  The 32 year old victim sustained minor abrasions however did not require medical treatment.  The 32 year old mother attempted to dial 911 from a cellular phone, however Lower took it from her and broke it.  As this event was occurring Lower was holding the 5 month old in his arms.  A neighbor overhearing the altercation responded over to assist the mother.  Lower then pushed the 34 year old neighbor to the ground.  The 34 year old victim was not seriously injured. 

Troopers later apprehended by Lower and arrested him for the charges listed above.  Lower was remanded to SCI in lieu of posting $3700.00 secured bond.
