Officer Arrested on Child Sexual Solicitation Charges

Wyoming
– The Delaware State Police have arrested a Sergeant with the
Wyoming Police Department on several charges related to sexual
solicitation of a child after it was reported to police that he was
involved in inappropriate sexual solicitation with a juvenile.
The
investigation began on September 25, 2008 after police were notified
that William F. O’Neal, 50 of Smyrna had been involved in soliciting
sexual acts from a juvenile. Police learned these attempted acts
occurred approximately 4 years ago, when Mr. O’Neal was living in
the same household with the victim (O’Neal no longer resides in the
home).
During the time
when he did reside there he attempted to engage the victim (at the
time she was 11 years old) in a game where he would pay her a
certain amount of money to have her remove her clothing. Because of
the allegation and the victim being a juvenile, an interview with
the Child Advocacy Center was completed to assist with the
investigation. During this examination the victim confirmed the
facts previously described and added that O’Neal offered to pay
additional monies for the victim to remain unclothed after she
removed all of her clothing. The victim declined to participate in
this behavior.
On September
29, 2008, as investigators were working on the case they also
learned of another incident in which O’Neal was involved in. In this
case police contacted a witness to the initial investigation and
learned that O’Neal, while working in his capacity as a Wyoming
Police Officer, contacted the woman and offered to pay her if he
could take nude photographs of her. The woman consented to this act,
which occurred approximately a year and a half ago.
Additionally,
as this was occurring, O’Neal offered to pay the woman if she agreed
to have sexual intercourse with him. The woman agreed and the two
engaged in the sexual act and O’Neal paid her additional monies.
This sequence of events occurred on two separate occasions in the
Dover area.
O’Neal turned
himself this morning at Troop 3 and was formally charged with the
following offenses: Dangerous Crime against a Minor (F), Sexual
Solicitation of a Child (F), Endangering the Welfare of a Child (F),
and 2 counts of Criminal Solicitation 3rd degree (M). He
was released after posting a $42,000 secured bond.
Investigators
learned Mr. O’Neal is currently employed as a Sergeant with the
Wyoming Police Department. This is an on-going investigation and
