Clayton Man Arrested on Multiple Counts of Rape of 12-Year Old Released- Tuesday, August 05, 2008 Clayton- On Tuesday, August 05, 2008, Delaware State Troop 3 Detectives arrested Scott D. Foster, of the 300 Block of Duck Creek Parkway, Clayton, on seven felony sexual assault charges. The original incident occurred between June and July 2006. The male victim of the sexual assault was 12-years old at the time of the original incident. The investigation stemmed from a disclosure made by another juvenile who had knowledge of the incidents. Investigation revealed that Mr. Foster would allow neighborhood juveniles to visit his residence and would occasionally offer them rides in his vehicle. Mr. Foster was charged with three counts of Rape 2nd Degree Without Consent and four counts of Unlawful Sexual Contact 2nd Degree. Mr. Foster was committed to Delaware Correctional Center in default of $170,000.00 secure bond. In addition, Mr. Foster was ordered to not have contact with any individuals under the age of eighteen.
