Domestic Incident Suspect Refuses to Leave Ex-Girlfriend Alone

Wilmington- On Thursday, May 29th, at approximately 10:45 a.m., Troopers were called to the Cumberland Farms, 1801 Concord Pike, in reference to a domestic incident. 

When officers arrived on the scene, they observed a male subject, later identified as Kevin Winn, 43, of Bennett Street in Wilmington, pointing his finger in the face of a female victim advising her that he was going to harm her.  The initial officer on scene moved in quickly and took Winn into custody. 

This investigation revealed Winn had started to repeatedly contact his ex-girlfriend (victim) earlier in the day against her wishes.  She had asked him to stop contacting her and to leave her alone.  When he asked her to meet him, she advised him that they would only meet at a police station.  The victim’s co-workers advised her that Winn had also been calling her work in an attempt to see her there.  His vehicle was also seen outside of her work several times throughout the day. 

This behavior made the victim very nervous.  She left work and started to walk toward a bus stop at which time she saw Winn’s car nearby.  She went into the aforementioned Cumberland Farms and called 911.  At one point, she looked outside and did not see Winn’s car so she stepped outdoors and peered down the street. Suddenly, Winn came walking around the corner and confronted the victim. He grabbed her and pushed her up against the exterior wall of the business. Winn began to threaten the victim and yell at her.  It was at this point police arrived. 

As the investigation continued, Troopers found Winn’s car across the street and several businesses away. Inside, officers located a sleeping 4-year-old boy.  There was no car seat for the child to sit in.

Winn was transported back to Troop 1 for processing.  The child, who was a relative of Winn’s, was turned over to his grandmother. 

Winn was formally charged with the following misdemeanor offenses: Menacing, Terroristic Threatening, Harassment, Offensive Touching, Endangering the Welfare of a Child and Child not Restrained Properly (traffic offense).  Winn was committed to the Howard Young Correctional Institute in lieu of $6,001.00 bail.
