Probationer Observed Urinating in Public, Inappropriately Grabs 16-Year-Old Victim

New Castle- On Saturday, May the 3rd, at approximately 12:48 p.m., Officers responded to the bus stop at Route 13 and Boulden Boulevard in reference to an Unlawful Sexual Contact complaint.

Upon their arrival, Troopers contacted a 16-year-old victim who advised that she was waiting for a bus to NCC Library when Kevin Davis, 28, of Sherwood Forest in Newark, grabbed her buttocks.

Several witnesses at the scene confirmed the account provided by the victim. Witnesses also advised Mr. Davis also urinated in public adjacent to the bus stop.

Kevin Davis was taken into custody without incident by a New Castle County Police Officer. Davis was transported back to Troop 2 for processing. A computer check revealed Davis is a supervised client of the Probation and Parole Sex Crimes Unit. He was formally charged with Unlawful Sexual Contact (misdemeanor) and Lewdness (misdemeanor). He was also found to have been wanted on three separate capiases. Bail was set at $1,300.00 and Davis was committed to the Howard Young Correctional Institute.

Probation and Parole was notified of this arrest.
