State Police Investigate an Assault Classified as a Hate Crime- Two Suspects Identified and Apprehended

New Castle- On Friday, April 4th, while traveling on a Dart bus from Rodney Square to New Castle, DE, a 17-year-old black male victim engaged in a verbal dispute with a white male subject.  The dispute stemmed from the victim making a comment to this suspect about moving around and bumping into him. 

This suspect then moved to the front of the bus to sit with two other male subjects- all the while staring down the victim. This same suspect then returned to the victim and again engaged in a verbal confrontation.  At this time, the victim pushed the bell for his stop and verbally asked the suspect to take it outside.  The victim exited the bus and three white males followed and jumped him from behind.  The fight continued onto the sidewalk/grass area of the Georgetown apartment complex. 

One suspect, David Walker, allegedly began stabbing the victim in the back.  All three subjects did, however, participate in the assault and yelled racial epitaphs at the victim while they beat him up.  The suspects fled on foot from the scene across Rt. 273 and into a housing development.  A witness was able to identify two of the suspects as David Walker (27) and Lloyd Walker (23) of Christiana Road, New Castle, DE. 

The victim sustained 5 stab wounds to the back, one puncturing his right lung and three defensive wounds on his right forearm; he was transported from the scene and admitted to Christiana Hospital. 

Late last night, Monday, April 7th, Troopers responded to the residence of the Walker brothers.  Here, they took the subjects into custody.  Lloyd Walker was formally charged with the following offenses: Assault 1st (felony), Possession of a Deadly Weapon during the Commission of a Felony (felony), Hate Crime (felony) and Conspiracy 2nd (felony).  He was arraigned and the presiding judge ordered to house arrest with a $152,000.00 unsecured bond. 

David Walker was formally charged with the following offenses: Assault 1st (felony), Possession of a Deadly Weapon during the Commission of a Felony (felony), Hate Crime (felony), Conspiracy 2nd (felony) and Possession of a Deadly Weapon by a Person Prohibited (felony).  He was arraigned and the presiding judge ordered him committed to the Howard Young Correctional Institute in lieu of a $32,000.00 secured bond. 

A third suspect in this incident was only identified by the first name of ‘Richie.’ He is described as a white male, short brown hair, 5’8”-5’9”, 165-175lbs, no facial hair, between the ages of 15-19, and may reside in the New Castle area.
