Observed Injecting Suspected Heroin in Broad Daylight

On Saturday, March 22, 2008, at
12:45 p.m., a Troop 6 patrol officer was on routine patrol in the
Canby Park Shopping Center when he observed a suspicious vehicle
parked in the center of the lot. The vehicle, a 1999 Plymouth Breeze
was occupied by three subjects.
The officer approached the vehicle
and noticed that the front right seat passenger, later identified as
Vsevolod Husar (22 years old of Gates Circle in Hockessin),
was sleeping with his head resting on the passenger side window.
This subject had a hypodermic syringe hanging from his neck and
suspected heroin packaging material in his lap. As the Trooper got
closer, the operator of the vehicle, later identified as Lianna
Pennington (23 years old of Old Capitol Trail in Wilmington),
appeared to be rapping a cord around her upper left arm. She was
then observed actively shooting an unknown substance into her arm.
She too had suspected heroin packaging material on her lap. The
third subject Shaun Mili (24 years old of Forrest Avenue) was
sitting in the center of the rear seat.
All three occupants were taken into
custody without incident. A search of the vehicle and its occupants
was conducted resulting in the finding of the following: 16 blue
glassine bags containing suspected heroin- individually packaged in
clear plastic bags and stamped with the logos "STRAY MONEY" and
"NEXTEL," 10 empty blue glassine bags, 8 hypodermic syringes,
associated paraphernalia (spoons, lighters, cups of water, and
tourniquet), 2.5 grams green leafy substance (which later tested
positive for marijuana), and $364.00.
Vsevolod Husar and Lianna Pennington
were charged with Possession of Drug Paraphernalia (misdemeanor),
Possession of a Hypodermic Needle (misdemeanor), Conspiracy 2nd
(felony), Maintaining a Vehicle for Keeping a Controlled Substance
(felony) and Possession with the Intent to Deliver Narcotics
(felony). Husar was committed to the Howard Young Correctional
Institute in lieu of $8,500.00 secured bail. Pennington was
committed to the Baylor Woman’s Correctional Institute in lieu of
$8,500.00 secured bail. Shaun Mili was charged with Possession of
Marijuana and committed to Howard Young Correctional Institute in
lieu of $6,100.00 secured bail. |
