DSP News Release: Saturday, January 31, 2009- Good Teamwork and a Well Executed Plan Yield Drugs, Money, Guns and Cars

Location of Incident:  Various locations in Sussex County Delaware and Maryland

Suspect(s):  

  • Kevin Joyner, 48, of Hurlock, Maryland
  • Harry Cannon, 56, of Seaford, Delaware
  • Dwayne Thompson, 26, of Seaford, Delaware
  • Ian Albury, 26, of Laurel, Delaware
  • Bryan Jones, 39, of Bridgeville, Delaware

Resume:  On January 29, 2009, members of the Sussex Drug Unit and the Dorchester County Drug Unit with the assistance of the Sussex County Governor’s Task Force, Kent County Drug Unit, Delaware State Police Troop 5, Georgetown Police Department, Probation and Parole and DELDOT concluded an investigation in which five different individuals were arrested on various drug charges.  It should be noted that due to the sensitive nature of these types of investigations, the information outlined herein is all that can be released. 

Mr. Kevin Joyner was the first person to be arrested on this day’s initiative.  It began on the afternoon of the 29th when Joyner was observed conducting drug deals in the Seaford area and was taken into custody on Woodland Road.  Joyner was found to be in possession of a small amount of crack cocaine in his 2009 Enterprise Rental Vehicle. 

Next, officers stopped one of the people Joyner was observed selling crack cocaine to- Harry Cannon. He was found to be in possession of approximately .5 grams of crack cocaine which were tied back to Joyner.

Members of Dorchester County’s Drug Unit in Maryland then executed a search warrant at Joyner’s residence where $4,400.00 US Currency a 1999 Ford Expedition and a 2003 Chevrolet Impala were seized along with a small amount of crack cocaine. 

Joyner was charged in Delaware for Possession with intent to Deliver Cocaine (felony), Delivery of Cocaine (felony) and Maintaining a Vehicle for Keeping Narcotics (felony).  Cannon was charged with Possession of Cocaine (misdemeanor). Joyner still has pending drug charges in Maryland stemming from the search warrant in Hurlock.  Joyner was later committed to SCI on a $5,000.00secured bond.  Harry Cannon was released on a $1,143.00 unsecured bond.

Next, investigators contacted Dwayne Thompson whom officers learned was to be delivering one ounce of crack cocaine to the Royal Farms in Seaford.  Surveillance was conducted and Thompson arrived in a rented Nissan Murano displaying Colorado registration.  He was taken into custody without incident along with his passenger- Ian Albury.

A computer check revealed Albury was wanted by the New Castle County Police Department for Failure to Register as a Sex Offender.  Albury was also wanted for Violation of Probation.  He was found to be in possession of approximately 12.1 grams crack cocaine, approximately 6.8 grams Marijuana and a loaded 9mm Jennings handgun. 

Thompson was found to be in possession of approximately 28.4 grams crack cocaine. 

Both subjects were transported to Troop 4 from the scene.  The 9mm Jennings handgun was reported stolen in 2004 to Troop 4.  Albury was formally charged with Failure to Register as a Sex Offender (felony), Trafficking Cocaine (felony), two counts Possession with the Intent to Deliver Narcotics (felony), Possession of a Firearm During the Commission of a Felony (felony), Carry a Concealed Deadly Weapon (felony), Conspiracy 2nd (felony), Receiving a Stolen Firearm (felony), and Possession of Drug Paraphernalia (misdemeanor). 

Thomason was formally charged with two counts of Possession of Drug Paraphernalia (misdemeanor), Conspiracy 2nd (felony), Maintaining a Vehicle for Keeping Narcotics (felony), Possession with the Intent to Deliver Narcotics (felony) and Trafficking Cocaine (felony).

Both subjects were committed to the Sussex Correctional Institute in lieu of: $86,000 secured bail for Thompson and $52,869.00 secured bail for Albury.

The last suspected drug dealer targeted in this initiative was Bryan Jones.  Investigators had information to believe that Jones was going to be arriving at the McDonalds in Bridgeville and would be in possession of narcotics.  Surveillance was contacted and Jones was observed arriving in a Dodge Neon.  He was contacted at which time he elected to flee the area on foot. After a brief chase, he was apprehended. 

Jones was found to have approximately 44.5 grams crack cocaine and approximately 16 grams of powder cocaine in his vehicle. A search warrant was then executed at Jones’ residence where approximately 8.7 grams powder cocaine, approximately 4.5 grams crack cocaine and two digital scales were seized.  Jones was charged with Trafficking Cocaine 50-100 grams (felony), Possession with the Intent to Deliver Cocaine (felony), Maintaining a Vehicle for Keeping Narcotics (felony), Maintaining a Building for Keeping Narcotics (felony), Resisting Arrest and Possession of Drug Paraphernalia (both misdemeanors).  Jones was committed to SCI on a $216,000.00 cash bail.

As a result of the great teamwork of all involved, approximately 114.7 grams of cocaine (90 grams crack, 24.7 grams powder), approximately 6.8 grams Marijuana, a stolen firearm, $4,400.00 cash and 2 vehicles were seized in these investigations.
