The Delaware State Police Office of Narcotics and Dangerous Drugs (ONDD)
released the details surrounding a Percocet Ring that yielded almost
2000 Percocet pills during fraudulent transactions.
This lengthy
investigation into twenty three instances where subjects allegedly
obtained Percocet, by presenting forged prescriptions, dates back to
May 17, 2006. This investigation began on August 16, 2006 when a
pharmacist from the Manor Pharmacy, in New Castle, became suspicious
of a presented prescription and called the Doctor whose name was
listed on the prescription for confirmation. The pharmacist was
curious as to the dosage of the prescription and learned through a
conversation with the doctor that this was in fact fraudulent. A
further examination of the prescription presented to the pharmacist
revealed the doctors listed on the pad did not even work in the same
office together. This information was turned over to the Office of
Narcotics and Dangerous Drugs who launched an investigation.
Two months
worth of records were reviewed at three different pharmacies and
twenty three incidents of fraud were uncovered. In these cases, it
is alleged that fifteen different subjects, male and female, were
provided a fraudulent prescription by Richard Neil. Actual names
were used on the prescriptions, which were taken to the Manor
Pharmacy on North DuPont Highway in New Castle, the Rite Aid on
Pulaski Highway in Bear and Stanton Discount Pharmacy on Route 4 in
Stanton. To obtain the order, those subjects responding to the
pharmacy had to sign a receipt and also show identification. Armed
with this information, and also through other investigative
measures, those involved in this scheme were identified and arrest
warrants were obtained. To date thirteen subjects have been
arrested. As released on Thursday, January 4, 2006, the Office of
Narcotics and Dangerous Drugs is still looking for Richard Neil, 22,
of Newark, and Michelle Gaeger, 23, of Wilmington.
The Office of
Narcotics and Dangerous Drugs report that their office has seen an
increase in the number of occurrences of prescription fraud for
Percocet pills. These pills have a street value of $1.00 per
milligram. In this case, 10 milligram pills were obtained with a
total street value of almost $20,000.00.
Several of the
subjects arrested in this case were on Medicaid. Because of their
prescription coverage, those subjects obtained Percocet in thirteen
cases only had to pay $2.00 to $3.00 for the script on the Medicaid
plan. This resulted in approximately $2,600.00 in loss to Medicaid.
The following
subjects arrested were all charged with Obtaining a Controlled
Substance by Fraud (f) and Forgery (f).
