Suspect Apprehended by Troopers Thanks to Citizen’s Tip

Dover-Earlier
today at approximately 12:00 p.m., troopers from Troop 3 apprehended
Franklin O. Harrison after an anonymous tip led officers to a home
located along the 200 block of President Drive, Dover (Capitol
Park).
Harrison was located
inside the home and taken into custody without incident. He was
taken to Troop 3 and formally charged with the following felony
criminal offenses: Robbery 1st Degree, Assault 1st
Degree, Conspiracy 2nd Degree, eight counts of Possession
of a Firearm during the Commission of a Felony, and seven counts of
Aggravated Menacing.
Harrison was also
charged with a plethora of traffic offenses including, Driving While
Suspended, Speeding, and Reckless Driving. Harrison was arraigned at
the Justice of the Peace Court 7 and committed to the Delaware
Correctional Center in lieu of $127,925.00 secured bail.
The Delaware State

Dover-Criminal
investigators assigned to the Troop 3 Criminal Investigations Unit
are seeking the publics’ help with locating a 20-year-old Dover man
wanted on numerous felony warrants including robbery and felony
assault.
Franklin O.
Harrison
is described as a black male, approximately 6'2", 183 lbs, with
black hair and brown eyes. He is known to frequent Capitol Park,
Kentwood Mobile Home Park, and Queen Street in Dover.
Harrison is known
to carry handgun and should be considered armed and dangerous. He is
also goes by the nickname of “Popeye”. His last known address was
along the 100 block of Queen Street.
Harrison has
active warrants for Assault 1st Degree (F), Robbery 1st
Degree (F), and Possession of a Firearm during Commission of a
Felony (F), Aggravated Menacing (F) and Conspiracy 2nd
Degree (F).
These charges
stem from a March 11, 2008 incident in Capital Park where Harrison
allegedly burned a 19-year-old female victim causing second degree
burns to her upper body. He also menaced the victim with a handgun.
Detectives would like to speak to anyone with information about this
incident.
Harrison also has
additional weapons related warrants out of Troop 3 stemming from a
September 2007 Capitol Park incident where he menaced several other
victims with a handgun. He was also involved in a pursuit with
police in January 2008, which also resulted in warrants being
obtained.
