Registered Sex-Offender Charged with Rape and Continuous Sexual Abuse Two Local Boys Released-Friday, March 21, 2008 Millsboro-Yesterday, the Delaware State Police charged a 53-year-old Millsboro man with a plethora of felonies including Rape, Unlawful Sexual Contact and Continuous Sexual Abuse of a Child. David J. Morrill, of the 28000 block of Basin Road was arrested for allegedly sexually assaulting two Millsboro boys over the course of two years. The investigation began after detectives received two calls from concerned citizens this week stating Morrill had young boys staying at his residence. After receiving this information, investigators immediately launched their investigation and located the victims. During the investigation, detectives assigned to the Troop 4 Major Crimes unit interviewed the two boys now ages sixteen and seventeen. The victims disclosed between the months of January 2006 and March 2008 they were engaged in sexual acts with Morrill at his home. According the victims, Morrill supplied them with alcoholic beverages and allowed the boys to view pornographic material on his computer. As a result of the investigation troopers charged Morrill with the following criminal offenses: Continuous Sexual Abuse of a Child (F), six counts of Rape 4th Degree (F), Sexual Solicitation of a Child (F), Endangering the Welfare of a Child (F), six counts of Unlawful Sexual Contact 3rd Degree (M), and two counts of Providing Alcohol to an Underage Person (M). Morrill was arraigned and committed to the Sussex Correctional Institution in lieu of $99,200.00 cash bail. Morrill is a Tier 2 (moderate risk) sex offender and has been registered in the State of Delaware since February 1997 for a conviction of Unlawful Sexual Contact in the Third Degree. Morrill was in compliance with the Sex Offender Registry during the time of the alleged offenses.
