Man Charged with Rape

Dover-
The Delaware State Police
formally charged a Dover area man with Raping a then 14 year old
female over a two year period.
William F. Forster,
30, of the 1000 block of Bayside Drive in
Dover, was implicated in this case which was brought to light
when the now 16 - year - old victim reported the incident to her
School Resource Officer in January of this year .
The
victim advised the officer that her mother’s boyfriend had been
sexually assaulting her in a series of attacks that began two
years ago. The assaults took place on several occasions and at
different locations. It was also alleged that Forster would
communicate with the victim by cell phone asking her to
send inappropriate photos of her to him.
The School
Resource Officer immediately initiated an investigation with
Troop 3 detectives.
Mr. Forster
was formally charged on February 19th with the following felony
offenses: one count of Rape Second Degree, two counts of Rape
Third Degree, one count of Sexual Extortion, one count of Sexual
Harassment, two counts of Aggravated Harassment, thirteen counts
of Unlawful Sexual Contact Third Degree, twenty one counts of
Sexual Solicitation, and twenty three counts of Endangering the
Welfare.
He was
arraigned at Justice of the Peace Court 3 and incarcerated in
Delaware Correctional Center in Smyrna on default of $36,100.00
secured bond.
