Man Charged with Kidnapping and Reckless Endangering after Escaping
from Kent County Court House

Dover-The
Delaware State Police and the Capitol Police Department have charged
a 25-year-old Lincoln man with kidnapping, reckless endangering,
escape and numerous traffic offenses after leading police on a
pursuit Thursday afternoon.
Yesterday at
approximately 3:12 p.m. state troopers were dispatched to South
State Street to assist a Capitol Police Department officer who
attempted to stop a silver PT Cruiser.
During the
investigation it was learned the suspect later identified as
Timothy Rossi, Jr., 25, of Lincoln had escaped from the Kent
County Court House, and was observed fleeing in the silver PT
Cruiser.
The suspect,
who was the operator, failed to stop for Capitol Police and
continued south on South State Street and ended up in Rodney
Village. At this time the suspect vehicle turned back out onto US 13
from Charles Polk Road and was pursued by troopers.
As the pursuit
continued in the area of Old Camden Rd. and US 13, the suspect
vehicle slowed down in traffic. A trooper used legal intervention
in an effort to immediately end the pursuit and blocked the path of
the suspect vehicle.
The suspect's
vehicle and trooper's vehicle collided and the suspect vehicle
re-entered the roadway and continued to flee and disregard the
audible and visual signals to stop.
The suspect
continued to drive recklessly until his vehicle ran out of gas in
the area of Generals Green Apartments, located off of SR 10. Once
there, Rossi and a front seat passenger, a 49-year-old Millsboro
man, hereafter referred to as the victim, were taken into custody
without incident.
During their
investigation it was learned the victim was a relative of Rossi’s.
This victim informed police that he rode to court with Rossi and
waited in the PT Cruiser and eventually fell asleep. When he woke
up, he observed Rossi running from the court house back to the
vehicle when he got inside and drove off.
The victim told
police he asked Rossi to stop the vehicle when the first police car
attempted to stop them, however, Rossi would not listen. The victim
continued to advise he was in fear for his personal safety because
of the way Rossi was driving. He also stated Rossi refused to allow
him out of the vehicle. The victim was not injured during this
incident.
As a result of
the investigation, troopers formally charged Rossi with the
following criminal offenses: Kidnapping 2nd Degree
(felony), Reckless Endangering 1st Degree (felony),
Driving After Judgment Prohibited (misdemeanor), and fifteen-traffic
violations including Reckless Driving and Driving While Suspended.
In addition,
the Capitol Police Department charged Rossi with Escape 2nd
Degree (felony), Criminal Impersonation (misdemeanor), and Resisting
Arrest (misdemeanor). Rossi was arraigned on all charges and
committed to S.C.I. on $22,200.00 cash only bail.
