DSP News Release: Public’s Help Requested in Locating Wanted Sex Offender

-Mills C. Sample, 60, Seaford, DE

-Black male, 5’08” tall, 250 lbs, black hair, and brown eyes.

-Failure to Register a Change in Address

Seaford, DE- The Delaware State Police are asking the public’s help in locating a Seaford sex offender after he failed to register a change in address as required by law.

Investigators have obtained a warrant charging Mills C. Sample with one count of Failure to Report a Change of Address. Sample is a High Risk Tier 3 sex offender and as such he is required to report any change in his address. Sample is described as being 5”08” tall and 250 lbs. He has black hair and brown eyes.

Investigators are asking anyone who may know the location of Mills C. Sample to contact Troop 4 at 302-856-5850. Citizens may also provide a tip by texting keyword “DSP” plus your message to 274637 (CRIMES).  Tipsters may also provide information through lines maintained by Delaware Crime Stoppers at (800) TIP-3333.
