Dover-Delaware State Police Thursday May 19^th wrapped up a criminal investigation into alleged lewd behavior occurring in Tidbury Park on South State Street Dover Delaware. 

State Police began the investigation into lewd behavior as a result of numerous complaints received from concerned citizens about suspicious and or lewd activity on the park’s grounds.  State Police initiated covert activity by implanting plain clothes detectives throughout the park.  Throughout this investigation detectives were approached by 6 individuals who offered unsolicited sexual encounters to the undercover Troopers. 

Arrested in connection to the lewd behavior initiative were Thomas Howe, Paul Parton, Vincent Leote, Melvin Weller all of Dover along with Henry Davenport Kenton Delaware and Richard C. Mitchell Jr of Rehoboth Beach Delaware. 

All were later charged with 1 count each of Loitering to Engage or Solicit another to Engage in Sexual Activity then released.
