TRAFFIC STOP LEADS TO HEROIN ARREST, SEAFORD


DSP News Release:  Traffic Stop Leads to Heroin Arrest, Seaford

Date of Occurrence:   Thursday March 7, 2013 at approximately 5:55 p.m.

Ø  No Proof of Insurance or Registration

Ø  Failure to Maintain Lane

 

Arraigned at JP3 and committed to Sussex Correctional Center on $8,150.00 secured bond.

Seaford, DE- The Delaware State Police have arrested a Seaford man for possession of heroin after a traffic stop.

 

The incident occurred around 5:55 p.m. yesterday evening as a trooper was traveling eastbound on Concord Road in the area of Haven Drive east of Seaford.  The trooper observed a vehicle traveling westbound on Concord Road; enter into the eastbound lane almost striking the patrol vehicle.  The trooper was able to turn around and catch up to the Pontiac Bonneville activating his emergency equipment to conduct a traffic stop on Haven Drive.  As the trooper made contact with the driver, who was later identified as Ryan W. West, he observed erratic behavior as West was attempting to locate the proper paperwork for the vehicle.  As the trooper had West exit the vehicle for further questioning and to initiate a DUI investigation, he concealed his hands in his pockets as if he was attempting to hide something.  When the trooper had West turn around in order to conduct a pat down search, West immediately fled on foot.

 

The foot chase ended shortly as West fell to the ground and continued to conceal his hands in his pockets.  The trooper then deployed his divisionally issued Taser (Electronic Control Device) which initially stunned the suspect but he continued to resist until the trooper was able to physically subdue him without any further incident.  Located on West was a bag containing 22 individually packaged bags of suspected heroin totaling .55 grams.  He was also in possession of more than $1,180.00 in suspected drug proceeds.

 

West was transported back to Troop 5 where he was processed on the above charges.  He was arraigned at JP3 on the charges as well as a capias out of Sussex County Family Court and committed to SCI on $8,150.00 secured bail.
