SEAFORD COUPLE CHARGED IN COCAINE TRAFFICKING INVESTIGATION

Resume: Bridgeville-Delaware State Police Sussex County Governor’s Task Force and the Seaford Police Department conducted a joint investigation yesterday into cocaine trafficking in the Seaford and Bridgeville area of Sussex County Delaware.
The investigation culminated with the arrest of Philip L. Brewer-29 and Lakisha V. Toppin-32 both of Seaford. Delaware State Police detained Brewer and Toppin as they pulled into a private drive in the 12000 block of Deer Forest Road Bridgeville Delaware.
Upon placing Brewer under arrest he was found to be in possession of approximately 23 ½ grams of “crack” cocaine and over $700.00 cash. State Police also detained Toppin who was the driver of a silver Nissan sedan Brewer was riding in.
Following the arrest of Brewer and Toppin, State Police personnel along with the Seaford Police Department executed a search warrant at a residence on Rosemary Drive Seaford Delaware. A search of Brewer and Toppin’s residence resulted in the additional seizure of over 48 grams of “crack” cocaine and $540.00 cash.

Brewer was arraigned on the above listed charges and committed to the Sussex Correctional Institute on $444,000 cash bail, while Toppin was charged with Maintaining a Vehicle for Keeping Controlled Substances, Maintaining a Dwelling for Keeping Controlled Substances and 2 counts of Conspiracy Second Degree. Toppin was released on $5,000.00 unsecured bond.
