YOUTH COUNSELOR CHARGED IN PHYSICAL ALTERCATION WITH RESIDENT


DSP News Release: Youth Counselor Charged in Physical Altercation with Resident

Defendant/Charges/Bond Information:

·         Stephan L. Stockton-37 of Wilmington, DE (photo attached)

·         Assault Third Degree

·         Offensive Touching

·         Arraigned and released on own recognizance and no contact order with the victim

 

Resume:

New Castle-The Delaware State Police have arrested and charged a youth counselor at the Terry Children’s Psychiatric Center in connection with a physical altercation involving a 12 year old male resident that occurred in the gymnasium of the facility on May 5, 2012.

 

On May 16, 2012 the Delaware State Police launched an investigation into an altercation that took place between Stephan L. Stockton-37, a youth counselor at the Terry Children’s Psychiatric Center, and a 12 year old male resident of the center. The investigation revealed that the 12 year old resident became upset and agitated after his family had exited the facility after a visit. While trying to restrain and control the victim, Stockton grabbed the 12 year old by the shoulders and kicked his feet out from under him, knocking him to the gym floor. The victim was able to get up and began to kick and swing at Stockton. Stockton then picked the victim up and again slammed him to the gym floor.

 

The victim received minor injuries to the upper body and face, and was treated by the Center’s medical staff.

 

On Wednesday, July 18, 2012, Stephan L. Stockton-37 of Wilmington, DE was charged with Assault Third Degree and Offensive Touching, arraigned and released on his own recognizance and issued a no contact order with the child.
