Resume: Milton-Delaware State Police are investigating an incident in the 17000 block of Pettyjohn Road Milton Delaware. The incident was reported to police Saturday July 30th at 2:30 p.m.
State Troopers were contacted by two Volunteer Red Cross workers based out of Wilmington Delaware concerning a reckless endangering complaint. The two victims were on Pettyjohn Road assisting victims of a recent residential fire at the time of the incident.
The Red Cross workers were making lodging arrangements for the fire victims when they were suddenly approached by Hosea Brown Jr-71 and Clara A. Bailey-51 both homeless in the Milton area. (I do not know if Brown and Bailey were the persons receiving Red Cross assistance.)
Hosea Brown began swinging a wooden board at the victims however they were not struck or injured. Bailey is alleged to have yelled threatening comments at the victims and grabbed one of the victims by the arm. State Police are still investigating what may have prompted the suspect’s sudden outburst.
The 51 and 53 year old victims entered their Red Cross vehicle and left the area to report the incident to the police. Witnesses to the incident attempted to aid the Volunteer workers until they could escape.
Upon arriving to the 17000 block of Pettyjohn Road, Brown was taken into custody however Bailey had already left the area. State Troopers obtained arrest warrants for Brown consisting of Reckless Endangering, Menacing and Disorderly Conduct. Brown was arraigned and remanded to the Sussex Correctional Institute on $6,500 secured bond.
Delaware State Police is also seeking the whereabouts of Clara A. Bailey who is wanted for Reckless Endangering, Menacing, Offensive Touching and Disorderly Conduct stemming from this altercation.
