Dover-Delaware State Police Kent County Governor’s Task Force along with Delaware Probation and Parole Officers Wednesday August 17th searched the home of Jennifer E. Dixon-29 looking for her boyfriend Phillip A. Hicks-32 both of Dover.

 

Governor’s Task Force officers were attempting to serve a warrant for Hicks who had active court capiases, a traffic warrant and a Probation violation.  The Task Force officers initially contacted Dixon at her residence and initiated a search.  

 

As a result of the search Hicks was taken into custody in a bedroom without incident.  Delaware Probation and Parole Officers and Governor’s Task Force members conducted an additional search of the residence and seized a Marijuana plant, two bullet proof vests, 4 military style ballistic plates, a .22 caliber revolver, a duffel bag containing 243 rounds of 9 mm and .22 caliber ammunition and a bottle containing 124 pills of Dicyclomine Hydrochloride medication.  The prescription medication was not prescribed to either Dixon or Hicks. 

 

Dixon had her children ages 4, 6 and 8 living in the residence while participating in criminal activity.  The children were turned over to family members and the Delaware Division of Family Services contacted due to deplorable living conditions. 

 

Hicks and Dixon were charged with Manufacturing Marijuana, Weapons offenses, Possession of Prescription Medication, Marijuana, paraphernalia and Child Endangerment crimes. 

 

Hicks was remanded to the custody of corrections on $24,000 cash bond and Dixon $9,550.00 secured bonds to the James T. Vaughn Correctional Center and Delores J. Baylor Women’s Correctional Institute respectively.
