Ocean View-Earlier today John L. Powell-60 of Ocean View, wanted for Theft and New Construction Fraud more than $100,000 turned himself into Delaware State Police Troop 4 without incident. 

Powell was arrested on the aforementioned crimes and released on $20,000 unsecured bond.

DSP News Release:  Ocean View Man Defrauds Elderly Victim of $106,000

• 60 year old Ocean View woman

• Theft Where the Property Value is $100,000 or More
• New Construction Fraud Loss is More than $100,000

Ocean View-Delaware State Police Fraud investigators have obtained arrest warrants for John L. Powell-60 of Ocean View Delaware after being contacted by a 60 year old Ocean View woman. 

Powell is accused of defrauding the 60 year old Ocean View woman of $106,000 after he failed to complete the building of her house.  Powell was contracted out by the victim in December of 2008, and to date has not completed construction of the Ocean View woman’s residence. 

August 2, 2011 Delaware State Police obtained an arrest warrant for Powell consisting of Theft and New Construction Fraud Loss of more than $100,000.  State Police investigators are seeking the public’s assistance in locating Powell.
