The Delaware State Bureau of Identification (SBI) is the central repository for criminal history information in the state of Delaware. SBI houses several functions under one roof, including providing certified criminal history information to the public, maintaining Delaware's sex offender registry, quality control of crime reports, fingerprint examination, and firearm purchase approvals. The Detective Licensing Section also regulates private investigative and security agencies, alarm companies, constables, bail enforcement agents, pawn brokers, second hand dealers, and scrap metal processors. The Detective Licensing Section also reviews applications for and issuance of HR 218 permit to carry cards for retired Delaware Troopers. Retired police officers from other Delaware agencies should contact their respective department for their policies on issuance of the card. OBTAINING A CERTIFIED DELAWARE CRIMINAL HISTORY
For those interested in obtaining their certified Delaware criminal history you have three options.
Sussex County
We provide fingerprinting services at Troop 4, in Georgetown, on the corner of Shortly Road and Route 113, across from Motor Vehicle.
Hours of operation are:
- Every other Wednesday, from Noon to 6:30 p.m.

Kent County
We are located at 655 Bay Road, Dover, DE 19901.
The building is located in the Blue Hen Mall and Corporate Center. It is Suite 1B.
Hours of operation are:
- Mondays, 9:00 a.m. to 7:00 p.m.
- Tuesday through Friday, 9:00 a.m. to 3:00 p.m.
- No appointments are necessary as we are a walk in facility.

New Castle County
The office is located in Troop 2, on Rt 40, in Bear, just west of the Fox Run Shopping Center, between Rt. 72, and Rt. 896.
The hours of operation are:
- Mon, Thurs, and Fri, 8:30 a.m. to 3:30 p.m., closed for lunch from 12 to 12:30.
- Tuesday, 11:30 a.m. to 6:30 p.m., closed for lunch from 4:00 to 4:30,
- Troop 2 is by appointment only, which can be scheduled by calling (302) 739-2528
- Wednesday is a Walk-in day for Nursing Home and Home Health Care only.
- No appointment necessary for people being printed for those purposes. 8:30 a.m. to 3:30 p.m., closed for lunch from 12:00 to 12:30.
For a State of Delaware Background Check, the current fee is $45.00. For both a State and Federal Background Check, the current fee is $69.00 (Depending on what purpose you are being printed for, you may need a Federal background check as well.) You may use cash, credit or debit cards, bank checks, money orders, or company checks made out to Delaware State Police. We do not accept personal checks.
A Criminal History Background Check is obtained through fingerprints. You will need to bring a photo Identification. A Driver's License, School ID, or State ID would be sufficient. It is not required to be a Delaware License. You do not need to bring a social security card or a birth certificate.

CARRYING A CONCEALED DEADLY WEAPON PERMIT (CCDW)
If you are looking for a permit to Carry a Concealed Deadly Weapon, you must contact the Prothonotary's Office as we do not process CCDW permits at SBI.
The Prothonotary's Office may be contacted in each county at:

As part of the application process, the Prothonotary's Office will direct you to SBI for fingerprinting at a cost of $69.00 for a State and Federal Background check. (See the previous section on OBTAINING A CERTIFIED DELAWARE CRIMINAL HISTORY for our fingerprint services).
The Delaware State Police Sex Offender Registry (SOR) is headquartered at SBI in Dover. The SOR is responsible for registration, notification, and verification of sex offenders throughout the state. The SOR also updates offender information on the Delaware public sex offender registry, which can be located at http://sexoffender.dsp.delaware.gov.
There are approximately 3,500 registered sex offenders in the State of Delaware. Under current law, Tier III high-risk offenders must verify their address, place of employment, and place of study every 90 days. Tier II moderate-risk offenders must verify this information with SBI on a semi-annual basis. Tier I low risk offender must verify this information once annually. All offenders must update the Registry within three days of any change in residence, employment, or study. All offenders must appear in person at SBI to verify their registry information on the before mentioned time table. Homeless Tier III registrants must verify in person at SBI every seven days, Tier II registrants every thirty days, and Tier I offenders every ninety days.
The Sex Offender Registry unit also coordinates public notification of registered sex offenders. Such notification may include door-to-door notification, e-mail, flyers and posters. Additionally, all moderate- and high-risk offenders are placed on the State Sex Offender Public Website mentioned previously. The website includes a link, for the public to submit tips concerning non-compliant offenders. Questions or concerns regarding the SOR can be directed to (302) 739-5882.

1. Private Investigative, Private Security & Armored Car Agencies Employees

The process for licensure for Security Guards, Private Investigators & Armored Car Guards: (Walk in, no appointment necessary). Must have application supplied by the hiring agency and government issued picture ID (such as a drivers license). Must pay a non-refundable processing fee of $69.00, via cash, Visa, Master Card, Discover, or company check. No personal checks accepted. Walk in hours are as follows:
- Monday - Thursday, 9:00am - 3:00pm at Headquarters in Dover
- Fridays ONLY, 8:30am - 12:00pm & 12:30pm - 3:00pm at Troop 2 in Glasgow
Criteria for licensure:
Must be at least 18 years of age, 21 for firearms guard, armored car guard and private investigator. Must not have been convicted of any Felony; and/or misdemeanor involving the act of theft, drug offenses, or moral turpitude. Must not have been convicted of Assault III or Offensive Touching within the last three years. Must meet and maintain the qualifications set and approved by the Board of Examiners. Firearms qualifications must be met through an approved instructor (List may be obtained from the Detective Licensing Office).
2. Private Investigative, Private Security & Armored Car Agencies
The licensure of an agency must be approved by the Board of Examiners of Private Investigators & Private Security Agencies. To begin the process of licensure, obtain a licensing packet by calling the Detective Licensing Office-302-672-5304 or 302-672-5305.
3. Security Systems & Protective Services Agencies Employees

4. Security Systems & Protective Services Agencies
The licensure of an agency must be approved by the Detective Licensing Office on behalf of the Superintendent of the Delaware State Police. To begin the process of licensure, obtain a licensing packet by calling the Detective Licensing Office-302-672-5304 or 302-672-5305.
The agency requesting constables and the Constable Commissions must be approved by the Board of Examiners of Constables. Information regarding this process can be obtained by calling the Detective Licensing Office-302-672-5304.
- NOT Bail Bondsmen
The process for licensure for Bail Enforcement Agents: Must have classroom training BEFORE being licensed. Sign-up for the training by contacting Del Tech Stanton Campus at 302-453-3705. Appointments to appear at the Detective Licensing Office for licensure are made at the training class. Classes are held in June and December of each year.
Criteria for licensure:
Must be at least 21 years of age. Must not have been convicted of any Felony: and/or must not have been convicted of any two of the following misdemeanors within the last seven years: theft, drug offenses, offensive touching or assault III. Must not have been convicted of any charge that bears a relationship to the performance of the bail enforcement agent. Must meet and maintain the qualifications set forth in the Rules & Regulations.
7. Pawnbrokers, Secondhand Dealers, and Scrap Metal Processors
The process for licensure for Pawnbrokers, Secondhand Dealers, and Scrap Metal Processors: Licensing is approved by contacting Troop 2 - New Castle County - 302-834-2630 Ext. 0, Troop 3 - Kent County - 302-697-4454 Ext. 307, Troop 4 - Sussex County - 302-856-5850 Ext. 221.
Criteria for licensure:
You must be at least 18 years of age. Must have a valid Delaware Business License. Must not have been convicted of any Felony within 5 years of application date. Must not be convicted of any misdemeanor involving theft or fraud within 5 years of application date. Must not be convicted of any misdemeanor involving drugs within 3 years of application date. For further licensing information contact the Delaware State Police Troop in the county where your business is located.
8. HR 218 - Law Enforcement Officers Safety Act of 2004
Applications and process can be found on-line under the Attorney Generals information at HERE . Completed applications should be submitted to the agency in which the applicant retired from, regardless of the current state of residence. 9. State Police Annual Auction
